Peter is a resource management planner with over 45 years’ experience and a full member of the New Zealand Planning Institute.
He is a highly skilled and experienced planner who uses his broad consulting and local authority experience to now focus on plan and plan change making, hearings and decisions, as a hearing commissioner, a planner and a mentor.
Peter has also acted as a hearing commissioner (most notably, for Invercargill City Council) in respect of a variety of applications.
From 2011 to 2017 Peter was employed at Environment Canterbury. He was responsible for guiding the following through the plan development processes: Canterbury Land and Water Regional Plan; six plan changes to the LWRP; one change to the Waitaki Catchment Water Allocation Regional Plan; and the Canterbury Air Regional Plan.
Since establishing PlanWrite in November 2017, Peter's work has included assistance to Canterbury Regional Council during community collaboration in connection with a plan change to the Land and Water Regional Plan, and with its submission on the draft National Planning Standards; a peer review for Hawke's Bay Regional Council of Plan Change 9 (TANK Plan Change) to the Hawke's Bay Regional Resource Management Plan; and assistance to Tasman District Council on aspects of plan architecture and provision drafting for the Takaka Freshwater Plan Change.
Peter has recently been assisting the Otago Regional Council with technical advice and peer reviewing of the proposed Otago Regional Policy Statement, an instrument prepared to be fit for purpose in terms of all national planning instruments (particularly the NPSFM 2020) and compliant with the National Planning Standards. He has also provided technical advice on the preparation of a new Land and Water Regional Plan for Otago and on the review of the Regional Plan: Air for Otago.

Hearing commissioner – Peter is accredited and holds the chair endorsement.
Planner assisting a hearing panel – assisting hearing panels to understand implications of proposed decisions; assistance with the panel’s redrafting of plan provisions during their deliberations; preparation of the decisions table (being decisions on each submission point); and editing the panel’s decision report.
Planner assisting council in a technical advisory/peer review role during the preparation of plans and plan changes, Section 32 Reports, the Summary Of Decisions Requested, Section 42A reports.
Peter is also able to assist clients with due diligence investigations and peer reviews of Resource Management Act documents – applications, submissions, private plan changes and notices of requirement.
